Mathews Biju places down flags at Big Rock, Seannlandia on October 12, 2017. Today, October 12, 2018, marks one year since the Republic of Seannlandia, New Rizalia's predecessor, was established. The Republic of Seannlandia was a light natured micronation founded by Seann Torres (for whom it was named after), Mathews Biju, and Diego Aviles, who would all later be involved in New Rizalia's government.
Despite being only semi-serious, the nation laid the foundation for what would become the more serious Republic of New Rizalia. Highland Province, which is now New Rizalia's capital, was once claimed by Seannlandia. Both nations also had a similar government, consisting of three branches and being constitutional democratic republics. In fact, New Rizalia's first constitution was partially modeled off Seannlandia's. Sadly, on December 1, 2017, the Republic of Seannlandia was disestablished. However, this disestablishment made way for a much greater nation, the Republic of New Rizalia.

Caelus Park, site of the Project Caelus rocket launches. On Sunday, August 12, 2018, part of the New Rizaline Senate proposed that Caelus Park should be separated from Highland Province and become a new state, the State of Caelus. This is due to the site being politically different from the rest of Highland Province, being more progressive. A similar reason was used when justifying the separation of Santa Ana from Aurantia when the Aurantia territory was set to officially become a state in December 2017.
Caelus Park is a state park, which was established by President Torres on February 5, 2018, shortly after the Project Caelus rocket launches. The site is important, due to it essentially being the birthplace of New Rizalia's space program. A conference scheduled to take place on October 30, 2018 will decide whether Caelus Park will become a state or not. The Rizalia Bulletin will be following this story as it develops. EDIT: The conference on October 30, 2018, ultimately decided the Caelus State Park would not become a new state. A re-vote, however, may take place for those who still believe Caelus Park should still become its own state. Logo of the Rizalia Bulletin.
